THE MEDIUM-TERM YOUTH DEVELOPMENT
PLAN (MTYDP)
2005-2009

In line with its function to formulate a national framework for youth development, the NYC is in the midst of preparations to come up with the Medium Term Youth Development Plan for 2005-2009. The Plan will identify indicators for program implementation, veering away from the broad strokes approach.

Later this year, we will be conducting a series of consultations with the youth sub-sectors, as well as program partners for their inputs on a draft plan done together with youth sector experts and youth program implementers.

The MTYDP serves as a guide for government agencies to utilize in the proposal or implementation of youth-related programs.

Education
The quality of and access to education must be improved, and students should be empowered to
participate actively inside and outside the school.

Adolescent and youth development should be supported with emphasis on adolescent reproductive health and a narcotics-free lifestyle for the youth.

Youth volunteerism for the protection and preservation of the environment shall begin in the communities and schools.

The youth should be empowered to be role models for each other.

They should strive to work towards a better Philippines starting from their own communities. The SK should be strengthened through proper reform measures and should fulfill their role as the focal point of the youth sector in the barangays.

Good Citizenship

Another program under the auspices of the Sangguniang Kabataan, it serves to inculcate values training in the localities to promote good citizenship.

Local Youth Development Council/Local Youth Development Plan

The LYDC is an organization at the city and municipal level with representatives from various devolved government agencies, local government departments, NGOs the SK federation and federation of community, student and church based organizations.

LYDC Ordinances enacted in Pilar and Naga City, Marawi City, Tabaco City and Albay City, and in the province of Bohol. Pending LYDC Ordinances: Pili, Camarines Sur; Daet, Camarines Norte; Bonbon, Camarines Sur; Barili, Cebu, and Puerto Princesa City, Palawan.

Voters’ Education

Specifically targeting the first-time registrants and voters, it provides a venue for the young electorate to be informed of their basic political rights and to vote wisely. The NYC also encourages youth groups to be Voters’ Education advocates, by conducting Voters’ Education fora and seminars in their localities.

Information materials were released to all YORP-registered organizations, with preparations underway for the direct implementation of the program in key areas nationwide.

Kabataang Bayani Challenge

A 3-day sports event spearheaded by Philippine Sports Commission, National Youth Commission, National Commission on Culture and Arts, National Historical Institute, PSI-Asia and AIM Alumni. It aims to allow youth leaders to undergo leadership training thru sports. It seeks to nurture among youth leaders nationalism, patriotism and camaraderie thru sports.

After its successful initial implementation, work in under way for the second implementation of the Kabataang Bayani Challenge.
