THE MEDIUM-TERM YOUTH DEVELOPMENT In line with its function to formulate a national framework for youth development, the NYC is in the midst of preparations to come up with the Medium Term Youth Development Plan for 2005-2009. The Plan will identify indicators for program implementation, veering away from the broad strokes approach. Later this year, we will be conducting a series of consultations with the youth sub-sectors, as well as program partners for their inputs on a draft plan done together with youth sector experts and youth program implementers. |

Participation
The youth should be empowered to be role models for each other. They should strive to work towards a better Philippines starting from their own communities. The SK should be strengthened through proper reform measures and should fulfill their role as the focal point of the youth sector in the barangays. |

Employment A program that enables the youth to become entrepreneurs through business training and mentorship and the provision of a loan facility to pave the way for the development of more young entrepreneurs in the countryside. |

Sikap Kabataang Pinoy NYC serves as the secretariat of this program, which started off as a summer work program for students. The Sikap Kabataang Pinoy is implemented year-round by various government agencies, giving temporary employment and employment training to youth.

Kapit-Bisig Laban sa Kahirapan (KALAHI) A comprehensive poverty-alleviation program of the government, done with various government agencies, the NYC serves as the KALAHI secretariat.

Government Internship Program Enrolled in the Kapit Bisig Laban sa Kahirapan (KALAHI) program of the administration as the NYC’s contribution to the poverty alleviation program of the government. NYC arranges for other government agencies and private companies to hire out-of-school, unemployed youth as interns who receive a monthly stipend that is 75% of the minimum wage. |
