• The National Youth Commission (NYC), through the Administrative and Finance Division Funds intends to apply the sum of One Million Thirty Three Thousand Pesos (PhP 1,033,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for “Procurement of Various Information Technology Equipment” with IAB No. GOP/09-NYC-018 . Bids received in excess of the maximum rates provided in the bidding documents shall be automatically rejected at the Bid opening.

• The National Youth Commission (NYC) now invites Bids from eligibility Bidders for the procurement of Various Information Technology Equipment.

• Bidding will be conducted through open competitive procedures using non-discretionary pass/fail criteria as specified in the implementing Rules and Regulations Part A (IRR-A) of Republic Act 9184 (R.A 9184), otherwise known as the “Government Procurement Reform Act,” and its restricted to Filipino citizens/sole proprietorships, organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to Republic Act 5183 (R.A. 5183) and subject to Commonwealth Act 138 (C.A. 138). Only Bids from Bidders who pass the eligibility check will be opened. The process for the eligibility check is described in Section II of the Bidding Documents, ITB. The bidder with the Lowest Calculated Bid (LCB) shall advance to the post-qualification stage in order to finally determined responsiveness of the bid to technical and financial requirements of the project. The contract shall then be awarded to the Lowest Calculated and Responsive Bidder (LCRB) who was determined as such during the post-qualification procedure.

• Interested Bidder may obtain further information from NYC BAC Secretariat and inspect the Bidding Documents at the address given below from Monday to Friday at 8:00 am to 5:00 p.m.

• a complete set of Bidding Documents may be purchased by interested Bidders from the address below and upon payment of a non-refundable fee in the amount of One Thousand Pesos (Php1,000.00) starting June 26 to July 03, 2009. The Bidding Documents shall be received personally by the prospective Bidder or his authorized representative.

• The National Youth Commission will hold a Pre-Bid Conference open to all interested bidders on June 30, 2009 at 4:00 p.m at NYC Conference Room 4/Floor Bookman Building, 373 Quezon Avenue , Quezon City .

• Bids and eligibility requirements must be delivered to the address below on or before July 15, 2009 at 1:00 p.m . All Bids must be accompanied by a Bid security in the form of cash and in the amount of at least one percent (1%) of the ABC or at least equivalent to Ten Thousand Three Hundred Thirty Pesos (PhP10, 330.00) . Late Bids shall not be accepted.
