•  The National Youth Commission (NYC), through the Administrative and Finance Division Funds intends to apply the sum of One Million Thirty Three Thousand Pesos (PhP 1,033,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for “Procurement of Various Information Technology Equipment” with IAB No. GOP/09-NYC-018 . Bids received in excess of the maximum rates provided in the bidding documents shall be automatically rejected at the Bid opening.

•  The National Youth Commission (NYC) now invites Bids from eligibility Bidders for the procurement of Various Information Technology Equipment.

•  Bidding will be conducted through open competitive procedures using non-discretionary pass/fail criteria as specified in the implementing Rules and Regulations Part A (IRR-A) of Republic Act 9184 (R.A 9184), otherwise known as the “Government Procurement Reform Act,” and its restricted to Filipino citizens/sole proprietorships, organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to Republic Act 5183 (R.A. 5183) and subject to Commonwealth Act 138 (C.A. 138). Only Bids from Bidders who pass the eligibility check will be opened. The process for the eligibility check is described in Section II of the Bidding Documents, ITB. The bidder with the Lowest Calculated Bid (LCB) shall advance to the post-qualification stage in order to finally determined responsiveness of the bid to technical and financial requirements of the project. The contract shall then be awarded to the Lowest Calculated and Responsive Bidder (LCRB) who was determined as such during the post-qualification procedure.
